In this paper we present a WEB-based didactical simulation system that can be integrated in distance training and learning systems. It represents an innovative way of thinking to learning “by doing” models cutting down reaction time in facing and solving a real problem. Therefore it is a useful completion to learning models used in web based training and learning solutions. In particular, our system refers to real systems that can be modelled by a discrete event system. Simulation systems are addressed to the phase of learning process called interactive phase. Learner has to study the theory related to a specific system and then uses the simulation system to solve exercises. This kind of exercise is quite different from the classical one. An exercise based on a simulation model, which tutor assigns to learner, allows concrete experience built up by experimentation and by modification of hypotheses that play an important role inside the system itself. Such a strategy is well known as learning by discovery.
