Varro, in his irresponsible inclination to win popular favor, is the heir of Flaminius and is opposed to prudence of his colleague Aemilius Paulus; his aggressive eloquence recalls that of Cicero (in is contention with Pompey) inside Lucan's book VII. Varro, therefore, is a sort of domestic enemy for the Romans, and, paradoxically, the best ally of Hannibal.
