In the last decade, changes in the competitive environment have led a lot of municipalities to plan their activities by the formulation of a strategic plan. The paper analyzes the characteristics of “governance” during the process of elaboration and implementation of the plan. The work focuses on the Italian experience. The hypothesis is that the stakeholders involved in the planning process create a network organization with their behaviour.
