The aim of this chapter is to focus on e-procurement systems and particularly on the e-marketplace. A model for assessing the performance, usability, accessibility, and cost optimisation of e-marketplaces operating in and for the public sector is proposed. The proposed model is based on several indicators – which may be automatically computed – and the results are represented using Kiviat graphs. The model may be used in different operating contexts. Here it has been applied in two case studies, the Italian public administration’s on-line purchasing site and the Liguria Region’s experimental e-procurement site.

Abstract

The aim of this chapter is to focus on e-procurement systems and particularly on the e-marketplace. A model for assessing the performance, usability, accessibility, and cost optimisation of e-marketplaces operating in and for the public sector is proposed. The proposed model is based on several indicators – which may be automatically computed – and the results are represented using Kiviat graphs. The model may be used in different operating contexts. Here it has been applied in two case studies, the Italian public administration’s on-line purchasing site and the Liguria Region’s experimental e-procurement site.
