The impact of ottoman institutional reforms (Tanzimat) on the Palestinian district of Haifa, a major area of exchange between East and West, is analyzed through an original documentary source: the acts of the Public Notary of Haifa between 1890 and 1915. This analysis stressed how the implementation of the land ownership's rights, following the promulgation of the Ottoman Land Code (1858), allowed the growth of Palestinian agricultural production and the emergence of both a middle rural class and new business strategies by the local notables.The implementation of a policy of reforms, therefore, allowed the inclusion of Palestine in the international markets, not in the sign of peripheralization and dependence but in that of progressive economic development supported by a lively competition among the different ethnic and religious components of the local population.
