The search for greater efficiency in the use of energy sources has long been one of the fundamental objectives of European Union and consequently domestic energy policy taking into account its strategic role in the shift towards a low carbon economy. Energy saving and greater energy efficiency constitute an extraordinary driven capable of contributing to the delivery of traditional goals such as security of energy supplies, less dependence on imports and fewer climate greenhouse gas emissions. This implies a positive impact on competitiveness, technological innovation and the creation of new jobs. The object of the present study is to delineate, from a critical perspective, the state of the art on the part of policy makers, as concerns measures for energy efficiency in the Public Administration (PA) and the critical elements impeding achievement of its full potential. Furthermore, the Directive 27/2012/UE recently adopted in Italy, attributes a key function to the PA, in its double role of provider/governer of the public patrimony and decision maker in promoting energy efficiency at local level.
