Measuring countrie's level of press freedom is of great significance, because freedom of the press is a constituent of democracy. However, different measurement processes based on different indicators often hide behind the label "freedom of information", used by several organizations involved in the sector. The aim of this paper is to analyuze two of the most used instruments to measure freedom of information: the Freedom of the Press Index by Freedom House (FH) and the Worldwide Press Freedom Index by Reporters sans Frontieres (RSF). Our hypotesis is that these instruments tend to legitimize a specific model of information, which conforms with a hegemonic paradigm of democracy. In thies process, the mass media play a central role.
