The purpose of this paper consists in the analysis of the book published in the 1848 by Carlo Afan de Rivera, Neapolitan engineer, about the process of modernization in the Kingdom of Two Sicilies. But for the politic conditions in Europe and the vindications of the rights from the people, the de Rivera's monograph is not only a technic strategy to build ways, ports, and to start a strategy of soil remediation in the country, but also a manifest of liberal strategy to preserve the politic system.
