In this chapter, I discuss what Borders are and the different functions they serve. Then I apply the Border notion to the analysis of the structural aspect of a complex organization like the administrative public system and I finally propose a tensegrity organization approach. I introduce and discuss the innovative function in the tensegrity system that I called Minimum Power Management Position (MPMP) in the organization.
