The objective of this chapter is to contemplate the significance of the Union’s values for the candidate countries and their implementation in the different agreements regarding the “rapprochement” of Third Countries with the European Union and its legislation. The goal is to demonstrate how difficult it is for both the accession states and the member states themselves to effectively conform with the EU values, which is viewed as a “constant” in the process of European integration.
