FRANCESCO CITARELLA POLICIES FOR THE STRATEGIC POSITIONING OF TOURISM IN THE EUROPEAN UNION Tourism in the European Union (EU) is a complex socio-economic and cultural phenomenon, its roots far reaching on a global scale. The analysis of the sector, based on a interdisciplinary approach, highlights the competitive role that tourism plays in the context of modern economies. Furthermore, appropriate knowledge of both tourism chain dynamics and the stakeholders involved, represents a fundamental challenge. On a local scale, new policies of enhancement, conservation and resource promotion are urgently needed if the European Union is to devise tourism policies that guarantee optimum results. As tourism represents a priority sector of the European Union’s economic policy, the study supported by correlated data, monitors trends in tourism demand, the impact of tourism in the European economy and on employment in the light of European Community initiatives. In order to build an integrated policy framework, the analysis maps the effects of socio-economic and technical factors at European level. Geographically speaking, an enlightened vision of tourism underpins socio-economic spatial growth, despite degenerative scenarios, phenomena that can only be controlled with appropriate territory planning. In effect, EU interest in sustainable tourism growth and environmental safeguarding has led right from 1985 onwards, to a new model of growth as its priority, explicated in policies of economic and social cohesion. In this context, the European Commission, encouraged by the findings of its Steering Groups on Tourism and Employment, has focused on two main pillars: job-creation and environmental compatibility. To promote greater integration of European Community policies, it is essential that strategies be based on improving knowledge and knowhow, disseminating information and facilitating access to European Community initiatives and not least, by promoting the exchange of information on the legislation and development programs in force.
