Scope of the paper is to investigate about the government and managerial processes dynamics in water management public utilities. The systemic approach, and specifically the viable systemic approach, focuses the attention to the management perspective, whose role is to harmonize relationships between internal and external needs. The recent environments difficulties emerging in the sector stimulate water public utilities’ top management to strengthen external relationships and to empower internal processes management. These relationships and related characteristics’ analysis is the focus of the paper, also accomplished by an empirical application.
