The paper analyses the strengths and limits of White Certificate considered as a market-based tool in national energy policy. At the same time, it proposes the setting of specific obligations and responsibilities on the part of operators in the energy distribution sector in the face of new challenges while endorsing more responsible consumption models that promote economic and environmental sustainability.
