The financial crisis has led to reforms of regulation and supervision in Europe, including Deposit guarantee schemes (DGSs) as a part of the safety net and consumer protection. The new rules harmonise deposit insurance in Europe, such as the financing of DGSs. This reform (Directive 2014/49/EU) follows a gradual approach aiming at adapting the existing national systems rather than replacing them. The rules for Banking Union and bank resolution are complex and change the environment in which DGSs operate. The paper gives a first contribution to the on-going debate, putting in evidence that DGSs need a strong cooperation among the different players. In the near time the focus is on national implementation of these new rules, but it is also important to look at the reform from a systemic perspective to understand the effects on the EU financial market and the interaction with other regulatory changes which are taking place.
