This essay recounts the work of Sieyès and Thouret in the National Constituent Assembly in particular regarding the administrative and judicial reforms. It highlights how, even though in a very different manner, the two constituents contributed to this two major reforms. Reforms that, unlike the short lived 1791 Constitution, will be influencing the French political and institutional landscape in the years to come.
