This paper aims to examine permanent structured cooperation (PESCO) established by Decision No. 2315 of 11th December 2017 in the perspective of gradual construction of the “European Defence Union”. By analyzing the rules of EU law governing the implementation of PESCO it will provide an appraisal of the main issues like the realization of “PESCO missions”, organizational flexibility, and the European defense market. Special attention will be devoted to the flexibility of the PESCO projects which will be presented as an expression of functionalism in the Common Security and Defence Policy (CSDP). The analysis must necessarily take into account the difficulty of drawing definitive conclusions about a phenomenon in progress.
