This work examines the problem of modeling and containing multiple cyber-threats that propagate across multiple subnets of a data network. With regard to threat modeling, we propose to employ the Birth-Death-Immigration (BDI) model pioneered by Kendall in his seminal work of 1948 [1]. With regard to threat containment, assuming that a certain resource budget is available to mitigate the threats, we illustrate how the notable properties of the BDI model can be exploited to provide the optimal resource allocation across the attacked subnets.
