The present paper aims to analyze the duty of cooperation between the EU’s institutions (now codified under Art. 13 (2) TEU) in the context of the detailed provisions governing the exercise of the European Parliament’s right of inquiry. After a reconstruction of the legal regime of this Parliament’s main tool of political control, the purpose would be that of examining the effective contribution of the Council and the European Commission to the investigations carried out, in the light of a renewed awareness of the potential of this instrument for democracy, in line with the Conference on the future of Europe’s goal of being an open, democratic, and inclusive process.
