This report suggests Digital Poverty should not be seen in dichotomous terms, but as a continuum where different degrees of digital poverty could be observed. We first review the policies that, over the years, attempted to contrast and reduce digital poverty in the UK. This is followed by some secondary data to shed light on the digital transformation, the barriers to access, and the importance of digital skills. The report, then, presents the main finding of the survey conducted in England on 2000 families. Finally, we provide policy recommendations on how to prevent new forms of digital poverty and reduce the risk that those at the margin of digital poverty will become digitally poor.
