By referring to stratified case law precedents on the subject of the sanctionability of an appeal lacking a defense signature, and on the basis of general conceptual premises of procedural order, the Plenary Assembly has precisely perimetered the concept of ”consummation of the means of appeal” in the administrative process, anchoring it to the existence of the twofold condition (a) that the ”first” notice of appeal was not simply served, but was also subsequently filed and (b) that the (re)served notice is wholly or partially different, in terms of causa petendi and/or petitum, from the one previously served.
