In the Convention for the Protection of Cultural Property in the Event of Armed Conflict held in The Hague in 1954, the expression "cultural property" was used for the first time. On this occasion, the architect Giorgio Rosi, Central Inspector of Antiquities and Fine Arts and, starting from the 1950s, UNESCO envoy, represented Italy among the signatories, drawing up the preparatory study. His closeness to Piero Gazzola with whom he collabo-rated both in the writing the first draft convention and, a decade later, organizing the conference that will be held in Venice, will contribute to the formation of the debate and the definition of fundamental criteria for the restora-tion and conservation of built heritage. Through the examination of some archive documents, the essay retraces the administrative and cultural process that will lead to the drafting of the definitive text of the convention which will be signed in The Hague in 1954, highlighting the propulsive role of Italy.
