Since 1926 a fascist project for determining an economic and social reform takes place. The objective of the project is to revamp agriculture and to promote certain agricultural contracts in order to achieve full employment, resulting in a significant increase in national production and a solution to the difficulty of emigration. Many laws governing old and new legal institutions are addressed by the project, including regulation of private property, agricultural consortia, collective labour agreements, sharecropping and enterprise. However, the treatment of agricultural workers becomes very burdensome, similar to the condition of slavery, greatly worsened by the ban on leaving the countryside to move to the city. Even after the advent of the Italian Constitution it will not be easy to overcome some of the limitations introduced by the fascist project
